Background: section contains relevant historical information on the topic, problem, and specific context for the report. You might group all of your research questions regarding historical information or subject/audience specific information together for use here. (about 2 pages)
Discussion: this is where most of your research is relevant. Here, the problems are worked out more specifically, and potential solutions and consequences are addressed. This section may contain a number of subsections organized in a variety of ways. Come up with a logical arrangement of ideas based on things like what your audience needs to know and in what sequence, how other journal articles are arranged, etc. Include any/all recommendations here: specific implications, how to put your conclusions into practice, what your audience should actually do with the information you are presenting – again, tentative in the outline stage. (about 4 pages). Conclusions: where you put your own analysis of potential solutions together – in the outline this section will probably be brief and tentative – it will develop in drafting/reiterate recommendations.
